Context: After a tragic incident in Lohegaon–Kalbhor area, Hadapsar, where a 5-year-old child died after being run over by a car inside a housing society, Pune Police have issued formal safety instructions to housing societies. (news article)
What happened:
A car driven by a resident came at speed inside the society.
The child was skating/playing inside the premises.
The car hit and dragged the child, causing fatal injuries.
Police have arrested the driver.
The incident was fully captured on the society’s CCTV cameras.
Police concern: Such accidents are becoming frequent due to:
Over speeding inside society premises
Lack of internal traffic rules
Children playing unsupervised
Weak enforcement by society office-bearers
Hence, police have warned that societies will be held responsible if they ignore safety norms.
Maximum speed limit inside society: 10 km/hr
Install speed breakers at appropriate points (done)

Vehicles must be driven slowly and cautiously, especially near children (residents and visitors to comply, security guards alerted)
