If any flat owner is willing to carry out any renovation, interior or repair work in their flats, a formal process as described below needs to be followed:
Being responsible and considerate to your neighbors is the key - we do not have the privilege of being occupants of independent residential units and our actions cause direct impact on adjoining neighbors and the entire building. Most often we outsource our work to contractors and laborers but keeping vigil and supervisory control is a must to avoid any wrong doings and repercussions of such wrongful actions.
1. The flat owner shall write to society management committee giving specific exact details of work being carried out in the flat at least 5 days prior to starting work. The application must state start and end date of the job work, number of people expected to work at any given point in time, name and contact details of the contractor/supervisor with emergency contact details.
These details must be displayed on the outside wall of flat entrance during the entire tenure of the job work. If residents notice work going on in any flat with no notice outside their door, they are requested to highlight the same to the management committee immediately.
IMPORTANT: WE STRONGLY ADVISE TO OPTIMIZE THE WORK SUCH THAT IT DOES NOT EXTEND 90 DAYS. WITH WORK FROM HOME, CHILDREN AND ELDERLY ALREADY OCCUPYING THE FLATS SINCE 2017, WE EXPECT CONSIDERATION ON BASIC HUMAN GROUNDS. IT IS HARD TO WITHSTAND CONSTANT NOISE, DRILLING, CUTTING, HAMMERING FOR A LONGER PERIOD. PLEASE BE CONSCIOUS TO YOUR NEIGHBORS.
2. The application must describe the nature of work in as much detail as possible. The society management committee will inspect the work to be carried out and grant the permission on its merits. The society management committee reserves the right to inspect progress of the work and visit the flat as often as necessary during the tenure of job work. It is understandable that time estimates given by contractors are often inaccurate, hence your supervision and control is appreciated.
3. As per the byelaws the society management committee and members can approve job work that is painting and carpentry and any interior decoration that does not amount to any alteration or modification in internal structure or external facade, as same are not allowed to be carried out without permission of local PMC body or PMC approved / authorized architect .
For balconies and terraces, only temporary retractable structures are allowed. No permanent enclosures are permissible. See attached PMC DCPR 2017, sections 6.5.3 , 17.6 , 18.13. Any violation shall be reported to PMC encroachment department.
4. Changes to external façade of building, any portions visible from the outside of the building are not allowed - keeping in line with the builder provided original design, look and structure is mandatory. Violations would be dealt by involving registrar of societies subjudice in Pune District court.
5. Any such work that voids the warranty as detailed in the clauses by the builder GDPL is not permissible. Builder recommendations, who knows best of the building he has built, must be upheld undisputedly.
6. Any damage caused to any neighboring flats, above or below or on same level, will be inspected by the management committee. If ascertained that the civil work in said flat has caused the collateral damage then it is mandated upon the owner to bear full cost of repairs or provide such service to have it repaired. Any conflict resolution in scope, cost and completion of work shall be attempted to be settled by the management committee, beyond which the registrar can be approached for a legal intervention.
7. The owner must ensure that during handling of material no damage is caused to lift or walls or any other structure of the building or any other common area in the campus. In case any damage is caused the cost towards repairing and replacing the same shall be recovered in full from the flat owner.
8. All materials required for the work should be stored INSIDE the flat or your own parking space can be used, during the tenure of the project. Please be mindful not to obstruct any space adjacent to your parking area and ensure that the materials are neatly kept. This is purely on responsibility of the owner or contrator. Society security services shall not be used to guard the materials kept in common areas. Please do not use the common lobby areas or staircases to store any of the materials.
8. Common lobby, lifts, floor common area must be cleaned every day to ensure no inconvenience is caused to neighbors sharing the same floor. All waste accumulated is to be disposed off outside of SOJ premises, at points where PMC garbage collection is actively pursued. No waste will be dumped inside the campus either in your own private parking or any unused space of the society. This is to be done by the owner or contractor himself.
9. Important: No paints will be flushed from commode or any drainage.
Discard the paints or paint mixed water / any chemical liquids in the naala that runs through the Greensville premises. PLEASE DO NOT dispose the paints in rainwater drain naala or from outlet of open or dry balcony of your flat. All water channels lead to the STP tank which ruins the bacteria and directly affects the quality of flush water.
10. Wall extensions or breaking existing wall separations are not allowed, which jeopardizes the structural integrity of the whole building. Please do not decide for yourself, which element is load bearing and which is not and what can be modified. Qualified opinion, inspection and certification is warranted in such matters.
11. External facade or walls paint color must be in-line with original builder painted shade card.
12. Air conditioning units must be installed as per wiring and installation diagrams provided by GDPL only. No exceptions will be entertained. The management committee reserves the right to make rectifications, disconnect and uninstall the ODU with no obligation towards any reimbursement of any manner to the erring flat owner.
13. Advisory for any civil or carpentry work or alike in your flat:
a. Advised timings for work are 8 AM to 2 PM – 4 PM to 8 PM , no work on Sundays
b. Workers should stop any work that is likely to generate noise between 2-4 pm
c. Before work is initiated in balconies which is likely to generate dust or concrete particles affecting others balconies, please inform neighboring residents.
All workers must conduct themselves in most orderly manner and maintain perfect discipline and shall not in any manner cause any interference, annoyance, nuisance, obstruction or any difficulty to any residents.
Allowing workers to stay overnight in the flats should be discouraged. If inevitable, management committee and security must be informed of their details prior to the arrangement.
